Is there Public Access to Beaches in Trinidad & Tobago?

I was wondering -- Are all beaches in T&T open to the general public? Are there private beaches? Do you have to pay to use the beach?

I've been researching T&T's policy regarding beach access, but I haven't been able to find any substantial information. So far, all I have are obscure snippets from travel websites and the Three Chains Act.

Which government agency would govern beach access policies? Is there any relevant legislation or policy documents?

Is is true that the Land Reclamation Committee granted all residents free access to all beach fronts?

ANY information, ANY help would be greatly appreciated. Even a reference to an agency I can email. (*help!*)

Pigeon Point beach in Tobago, very beautiful tourist spot. Beaches in Tobago are the nice white sand beaches with the crystal blue water you're probably looking for. Trinidad itself isn't like that. Dark sand, not the Caribbean-ish beaches most people think of. North west Trinidad has a public beach the locals go to every weekend. The two I heard the most about were: Maracas Bay, and Chaguaramas (pronounced Shagaramus).

Most beaches are open to the public, the only paid one that I can think of is The Cove in Port of Spain.
